River City Bank Announces New Personal Bankers

River City Bank is pleased to announce the addition of two new members to its Rome retail team. Ivey Maxwell and Jerri Knowles join as Personal Bankers, further strengthening the team’s ability and commitment to serving the Rome and Floyd County community.

In addition to cultivating meaningful customer relationships, their responsibilities will include processing banking transactions, opening deposit accounts, and providing tailored financial solutions to help customers achieve their financial goals. As Personal Bankers, they will be instrumental in growing core deposits from retail and business clients through personalized, customer-focused service.

Ivey Maxwell brings nearly a decade of community banking experience to River City Bank. Throughout her career in Rome, she has consistently shown a strong dedication to serving the financial needs of both consumers and businesses alike. She is an active member of Legacy Church and in her free time, she enjoys traveling, going to the lake, watching the Atlanta Braves, and spending quality time with her family and dogs.

Jerri Knowles is a Rome native with over 35 years of community banking experience. She has a proven track record of building strong relationships with customers and delivering tailored solutions to meet their financial needs. Mrs. Knowles is actively involved in our community, currently serving as treasurer for the Etowah GYSTC. She and her husband, Jay Knowles, are members of Pleasant Valley South Baptist Church where she sings in the choir. In her free time, she enjoys spending time with family, reading, listening to podcasts, going to the beach, and cheering for the Atlanta Braves.

Matt Robbins named President & CEO

River City Bank announced today that Matthew R. Robbins has been named President and Chief Executive Officer of the bank and its parent company, RCB Financial Corporation (collectively, the “Company”).

As President and CEO, Robbins will be responsible for steering the strategic vision of the bank, driving operational efficiency, and fostering a culture of excellence and community focus. His leadership will also center around initiatives to drive sustainable growth, enhance the customer experience, and support the bank’s commitment to innovation and local partnerships.

Robbins joined River City in October 2023 as Chief Banking Officer, bringing over 15 years of broad-based community banking experience with extensive expertise in commercial banking, retail banking, mortgage banking, credit administration, financial technology, and executive leadership. A graduate of the Louisiana State University Graduate School of Banking, he received special recognition for outstanding performance in Bank Management. Robbins also holds a Bachelor of Science in Consumer Economics from The University of Georgia, where he played on the university’s baseball team for four years.

Robbins is a 2014 graduate of Leadership Rome and a 2012 graduate of Leadership Calhoun-Gordon County. He actively serves on the boards of the Rome Area Fellowship of Christian Athletes and the Calhoun-Gordon County Community Foundation, and he is a Champion Board Member for Extra Special People, Inc. (ESP). Earlier this year, Robbins was honored with an induction into the Calhoun – Gordon County Sports Hall of Fame.

Robbins expressed his enthusiasm for the opportunity, stating, “I am honored to step into this role and work alongside a talented team of bankers that is dedicated to the people and businesses in the communities we serve. Robbins is a native of Calhoun, Georgia where he resides with his wife, Keri, and their three children: Ryan, Greer, and Beau. They are passionate Georgia Bulldog and Braves fans and enjoy snow skiing in their free time. 

River City Bank Announces Recent Promotions

River City Bank is proud to announce the promotions of three outstanding team members: Rhonda Wallace to Senior Vice President, Commercial Relationship Manager, Katie Mashburn to Vice President, Director of Human Resources, and Austin Pattee to Assistant Branch Manager.

Rhonda Wallace joined River City Bank’s Rome Office in October of 2023 as Vice President and Commercial Relationship Manager. Her promotion to Senior Vice President reflects her exceptional contributions in building and maintaining customer relationships. With over 40 years of banking experience, Ms. Wallace is a trusted advisor in the Rome-Floyd County community and a driving force in supporting local businesses.

Katie Mashburn joined River City Bank in April of 2022 as Assistant Vice President and Senior Personal Banker, playing a pivotal role in the successful opening of the Bank’s Blairsville Office. With 18 years in the financial services industry, she is dedicated to fostering relationships and community engagement ensuring the Bank is deeply ingrained in the Blairsville community. In her new role as Director of Human Resources, Mashburn will ensure the effective introduction, implementation, and operation of HR practices and policies across the Bank. She will be instrumental in fostering a workplace culture aligned with the Bank’s core values.

Austin Pattee joined River City Bank May of 2022 as a Universal Banker. He has been an integral part of the Blairsville team since the branch’s opening, providing exceptional service to our customers, meeting their needs and fostering strong relationships. In his new role, Pattee will oversee the daily branch operations of the Bank’s Blairsville Office. He will also assist in team development, ensuring compliance with bank policies, procedures, and regulations.

River City Bank Welcomes Dan West as Senior Vice President, Commercial Relationship Manager

River City Bank is pleased to announce the addition of Dan West as Senior Vice President, Commercial Relationship Manager. In this role, Dan will assist in driving the bank’s strategic growth initiatives in North Georgia, focusing on Bartow and Polk Counties.

West brings over 20 years of comprehensive banking experience to River City Bank, with expertise in Branch and Market Management, Mortgage Lending, Small Business Lending, and Commercial Lending. Prior to joining River City Bank, he served as Senior Vice President and Cartersville Market President at First National Community Bank.

A graduate of Berry College, West earned his bachelor’s degree in Business Administration. His professional education includes the Community Bankers Association (CBA) Consumer Lending and Commercial Lending Schools, the Capstone Institute of Mortgage Finance, Moody’s Risk Analyst Training, and the Graduate School of Banking at LSU.

West has deep roots in Polk and Bartow Counties, where he has lived and worked for most of his life. His strong community ties and extensive banking experience make him uniquely positioned to serve the financial needs of the area.

River City Bank Welcomes Kay Chumbler as Senior Vice President & Business Development Officer

River City Bank is pleased to announce the addition of Kay Y. Chumbler as Senior Vice President, Business Development Officer. In this role, Ms. Chumbler will be responsible for cultivating loan and deposit relationships while offering services and solutions to prospective business and consumer clients.

With over four decades of banking experience in the Rome-Floyd County community, Ms. Chumbler brings a wealth of knowledge and leadership to her new role. She has earned a reputation as a highly respected and trusted banking professional, with expertise in both commercial and consumer lending, personal banking, and executive-level management. Ms. Chumbler’s personal approach to banking and unwavering dedication to her clients have established her as a pillar in our local community.

Ms. Chumbler’s community involvement spans decades. She currently serves on several boards affiliated with Atrium Health Floyd, including the Atrium Floyd Healthcare Management, Inc. Board of Trustees, the Floyd-Polk Medical Center Board, and the Cherokee Medical Center Board, where she serves as Chairman. She also plays an active role on the Finance and Investment Committee, Community Benefits Committee, and chairs the Indigent Care Task Force. Additionally, she is a board member of the newly established Atrium Health Floyd-Polk Foundation and serves on the Finance and Compliance Committee of The Charlotte-Mecklenburg Hospital Authority.

Throughout her career, Ms. Chumbler has been active in numerous local organizations, including past service on the Rome Rotary Club (where she served three terms as treasurer), Chieftains Museum, Rome Symphony Orchestra, and the Rome-Floyd Chamber of Commerce, where she was named Chamber Ambassador of the Year. She also volunteers with the Community Criminal Justice Foundation and serves as treasurer for the Cherokee County Chapter of The University of Alabama Alumni Association. A passionate animal advocate, she is active in fundraising for Claws for Paws, also known as Rome for the Rescues. Ms. Chumbler previously served as a county commissioner in Cherokee County, Alabama. Kay’s heart for service and strong ties to the people and organizations of our region make her an ideal addition to the River City Bank family.

Ms. Chumbler and her husband Rickey reside on a family farm that has been home to now six generations of her family. They are parents to two adult sons, one grandson, and a granddaughter due very soon.

Matthew Goldin Promoted to VP, Senior Credit Analyst & Data Analytics Officer

River City Bank is pleased to announce the promotion of Matthew Goldin to Vice President, Senior Credit Analyst & Data Analytics Officer. In this expanded role, Goldin will continue to play a critical part in the bank’s credit administration team while also taking on leadership of the newly established data analytics function. As Data Analytics Officer, he will collaborate with various departments to leverage data for strategic decision-making and help drive overall business performance.

Goldin, who has been with River City Bank since 2015, has built a reputation for his strong work ethic, expertise in credit analysis, and forward-thinking approach to data-driven strategy—qualities that have earned him this well-deserved promotion.

Goldin holds a Bachelor of Science degree in Finance and Economics from Berry College. Outside of work, Goldin enjoys spending time outdoors with family and friends, tackling home improvement projects, attending performances at Rome Little Theatre, and cheering on the Atlanta Braves.

Jonathan Jones joins RCB team

River City Bank is proud to announce that Jonathan Jones has joined the bank as Vice President and Senior Credit Administrator. In his role as Senior Credit Administrator, Jonathan will be responsible for overseeing and maintaining the bank’s underwriting quality for the consumer and commercial lines of business. He will also have oversight of all credit related risk management functions.

Jonathan brings with him 17 years of valuable banking experience in the areas of credit analysis, loan review, commercial lending, special assets as well as credit administration. Most recently, he was affiliated with Signature Bank of Georgia where he held the position of Group Vice President and Senior Credit Officer. “Jonathan has undertaken an increasingly influential and leadership role within our Credit Administration Department,” said Jamie Tallent, President and CEO. “His hiring is both tactical and strategic as it relates to both our short- and long-range planning. Jonathan’s extensive credit experience and risk management skills made him the ideal candidate for River City Bank and will provide added bench strength to our organization.”

Jonathan received his BBA in Finance and his MBA in Finance/Real Estate from Kennesaw State University. He lives in Jasper, GA where he enjoys coaching youth basketball. He also loves to travel and play golf.

William Wade Joins River City Bank as Senior VP/Commercial Relationship Manager

River City Bank is proud to announce the addition of William S. Wade as Senior Vice President, Commercial Relationship Manager. In his role as Commercial Relationship Manager, Will’s responsibilities will include identifying and expanding business relationships, and delivering financial products and services to both new and existing clients in North Georgia. Will joins our team with over 20 years of Real Estate, Commercial Banking, and Senior Management Banking experience, most recently serving as Senior Vice President, Market President for Pinnacle Bank in Lumpkin/Dawson Counties.

Will has established a successful career in both banking and public service, serving for over two decades primarily in Dawson and Lumpkin Counties. In 2017 he was recognized by Georgia Trend Magazine as one of Georgia Trend’s “40 under 40” recipients. Will was also nominated by his peers to serve in 2017 – 2018 as the Rotary District 6910 Assistant District Governor for Dawson, Lumpkin and White Counties for Rotary International.

Will is deeply connected to the communities of North Georgia volunteering and serving on multiple civic organizations, to include serving on the Dawson County Board of Education from 2004 – 2020, Division of Child Support Services, Georgia’s 9th Congressional District Representative for the NSBA Advocacy Institute just to name a few. Additionally, Will was appointed by former Governor, Sonny Perdue, to serve on the Georgia Mountain Regional Commission, the NSBA Advocacy Institute, and most recently was elected last November as the State House Representative for District 9. Will has a passion for serving the citizens, small businesses, and communities of North Georgia and feels he best serves those needs as a banker and an elected official for our state.
