Andrew Williams Sharpens Skills at Banking School

Andrew Williams recently attended the 2021 on-campus session of the Georgia Banking School as a first-year student. Established in 1961, the Georgia Banking School is a three-year specialized school run by the Georgia Bankers Association. The purpose of the school is to prepare bank managers to effectively and profitably serve their communities by developing a thorough understanding of banking practices, regulations and management principles.

During the course of the three-year program, participants complete an annual one-week residence session at the University of Georgia in Athens as well as home study problems between sessions. The school provides a well-balanced curriculum featuring UGA faculty members, veteran bankers and other industry experts and specialists.

Williams serves as Senior Vice President, Director of Corporate Strategy, for River City Bank. He works directly with executive management and the Board of Directors to lead the design of strategy across various high-value business projects, encompassing a broad range of responsibilities including corporate strategy, portfolio strategy, target market, competitive assessments, and future growth opportunities.

Shane Walley Sharpens Skills at Banking School

Shane Walley with River City Bank in Rome, Georgia attended the 2022 on-campus session of the Georgia Banking School as a first-year student.  Established in 1961, the Georgia Banking School is a three-year specialized school run by the Georgia Bankers Association. The purpose of the school is to prepare bank managers to effectively and profitably serve their hometowns by developing a thorough understanding of banking practices, regulations and management principles.

The school provides a well-balanced curriculum featuring UGA faculty members, veteran bankers and other industry experts and specialists.

Established in 1892, the Georgia Bankers Association is the trade and professional organization representing Georgia’s commercial banks and thrift institutions. Matthew Goldin Promoted to VP, Senior Credit Analyst & Data Analytics Officer

River City Bank is pleased to announce the promotion of Matthew Goldin to Vice President, Senior Credit Analyst & Data Analytics Officer. In this expanded role, Goldin will continue to play a critical part in the bank’s credit administration team while also taking on leadership of the newly established data analytics function. As Data Analytics Officer, he will collaborate with various departments to leverage data for strategic decision-making and help drive overall business performance.

Goldin, who has been with River City Bank since 2015, has built a reputation for his strong work ethic, expertise in credit analysis, and forward-thinking approach to data-driven strategy—qualities that have earned him this well-deserved promotion.

Goldin holds a Bachelor of Science degree in Finance and Economics from Berry College. He and his wife, Kelly, live in Rome with their two children and are active members of Rome First United Methodist Church. Outside of work, Goldin enjoys spending time outdoors with family and friends, tackling home improvement projects, attending performances at Rome Little Theatre, and cheering on the Atlanta Braves.

Rebecca Gilliam Receives Project Management Professional (PMP) Certification

Rebecca Gilliam, Director of Technology & Digital Services, has earned the Project Management Professional (PMP) certification. This certification is offered by the Project Management Institute (PMI) and is recognized throughout the world as the gold standard of project management. A PMP is an experienced project manager who is certified and trained to direct teams toward a project goal.

To obtain a PMP certification, candidates must meet the following educational and professional requirements:

    • Education – Bachelor’s degree or higher from an accredited university, and at least 35 hours of formal project management education.
    • Experience – At least 4,500 hours leading and directing projects.
    • Knowledge – Pass the PMP examination

River City Bank’s Union County Retail Team Is Complete

River City Bank is pleased to announce the hiring of three new team members, completing their local retail banking team in Union County. The bank’s full-service Blairsville Office is scheduled to open June 13th at 206 Highway 515.

Amanda Goode, Stephanie Miller, and Austin Pattee have joined River City Bank’s full-service Blairsville Office as Universal Bankers. They will be responsible for establishing and cultivating customer relationships, including processing banking transactions, and opening deposit accounts. As Universal Bankers, they are equipped to handle a wide range of customer-related responsibilities and can manage customer requests from beginning to end.

With over ten years of customer service and cash handling experience, Amanda Goode most recently worked as a teller and branch banker at a financial institution where she opened accounts, processed loans, and made referrals to other lines of business within the bank. Amanda’s enthusiastic personality and customer-focused mentality are qualities that will serve customers well in Union County.

Stephanie Miller has fourteen years of supervisory experience with the most recent five years at a financial institution. She was responsible for training and supervision of tellers, daily branch operations, as well as adherence to all security procedures. Her aptitude for problem solving as well as her attention to detail make her a great fit to lead River City Bank’s Union County teller team.

Austin Pattee is a Blairsville native with four years of experience in customer service, most recently serving as a teller at a financial institution. His affinity for numbers and finance as well as his lifelong tie to the Blairsville area will be an asset for River City Bank.

Amanda, Stephanie, and Austin will be joining Katie Mashburn as members of the bank’s retail team. This dynamic group of individuals will provide our customers in Union County with high-touch client focused service which is at the heart of River City Bank’s mission.

River City Bank Announces Promotions of Rachel Harris and Angela Moore

River City Bank is proud to announce the recent promotions of two of its team members – Rachel Harris to Senior Vice President and Angela Moore to BSA Officer.

Harris, who joined the bank in October of 2023, currently serves as Deposit and Retail Operations Manager and Director of Treasury Management. Her promotion reflects her extensive operational expertise and pivotal role in driving strategic initiatives across retail branches and treasury management services.

Moore joined River City Bank in 2024 as a BSA Lead Analyst. In her new position, she will lead the bank’s BSA/AML program, ensuring compliance with federal regulations and reinforcing the institution’s strong commitment to risk management and security.

Jessica Rutledge Joins River City Bank as VP/Commercial Relationship Manager

River City Bank is pleased to announce the addition of Jessica Rutledge as Vice President, Commercial Relationship Manager. Jessica will play an instrumental role in assisting with our strategic growth efforts into Northwest Georgia, specifically Bartow, Gordon, Paulding, and North Cobb Counties.

Jessica joins our team with over 15 years of industry experience including Real Estate, Commercial Banking, and Bank Management. Most recently she served as Vice President, Commercial Lender for Cornerstone Bank in Atlanta. Prior to that, Jessica was a Market President with Northside Bank, now First National Community Bank, where she was responsible for the Calhoun and Adairsville markets. She received her bachelor’s degree in Business Administration from Shorter University.

Jessica is deeply connected to the communities of Bartow and Gordon Counties where she has lived and worked most of her life. She has a passion for the people and small businesses in these communities and often can be found volunteering her time and talents to local non-profit or civic organizations.

River City Bank announces the launch of its new Small Business Administration (SBA) Division, which is led by Reece Sanford, Senior Vice President, Director of Government Guaranteed Lending, and Piper Douglas, Senior Vice President, SBA Senior Credit Officer.

SBA loans offer flexible lending solutions for small businesses, allowing them to be successful. They are ideal for small businesses looking to acquire or expand a business, looking for competitive terms for a partnership buyout or succession planning, buying commercial real estate, or consolidating debt. SBA loans are government-guaranteed, backed by the Small Business Administration, and financed through a local financial institution.

Small businesses are the economic lifeblood of our communities, and River City Bank is committed to supporting those businesses by working with them to customize a plan that will help them be successful and accomplish their business goals.

Reece SanfordAs director of River City Bank’s SBA Division, Reece Sanford stated, “This year is going to be a busy one. I’m very excited about this new adventure. I look forward to working with small business owners, and helping them meet their financial goals.”

Reece’s 16-year career comprises extensive experience in credit analysis and all facets of SBA lending and SBA management. He received his Bachelor of Business Administration in Finance from the University of Georgia and completed his Master of Business Administration at Kennesaw State University. Reece is a lifetime resident of Ellijay, Georgia, and continues to give back to his hometown through his professional and civic activities. He currently serves as the Chairman of the City of Ellijay Downtown Development Authority, is a Trustee for the City of Ellijay, and serves as Secretary for the Gilmer County Library Board.

Piper DouglasPiper Douglas brings 28 years of banking experience to River City and the SBA team. She has held positions in commercial lending, SBA lending and underwriting, credit analysis, credit review, and portfolio management. She has extensive SBA knowledge including credit underwriting, construction lending, loan servicing, and liquidation. During her tenure with SBA lending, Piper found that “access to capital is critical to starting and sustaining a successful small business. She is “thrilled to hit the ground running with the intent to provide much needed support to small businesses in the communities we serve.” Piper received her Bachelor of Science in Business Administration from Cleary University.

River City Bank Promotes Mandy White to Vice President & Loan Operations Manager

White has been a valued member of the River City Bank team for five years, most recently serving as the RMA Manager in Loan Operations. In her new role, she will oversee loan operations across the company, ensuring efficiency, compliance, and a seamless experience for both customers and employees.

Mandy has been in the financial services industry for 25 years in various roles including retail banking and mortgage lending. She holds a Bachelor of Business Administration in Finance from Kennesaw State University and a Certificate in Principles of Mortgage Finance from the Capstone Institute of Mortgage Finance.

Jamie Tallent joins River City as President and CEO

Rome, GA, March 18, 2019 – – River City Bank announced today that Jamie Tallent has been named the President and CEO of the bank and its parent company, RCB Financial Corporation (collectively, the “Company”). Tallent succeeds Roger Smith who retired February 28, 2019.

As President and CEO, Tallent will be responsible for strategic direction and operational performance of the Company. “River City Bank is uniquely positioned with Jamie as President and CEO to leverage our strong balance sheet and efficient operations into a top performing bank in Rome and across the state” according to C. King Askew, Chairman of the Board. “The bank is still young, having opened in 2006 and successfully navigated the economic downturn and recession. Our Board and team members have worked extremely hard to ensure we built and maintained a solid foundation for a successful community bank through a difficult time. Now we look forward to the future.”

According to Askew, “Jamie Tallent is a proven senior banking professional with 24 years of experience working in the financial services industry. Our Board is extremely excited to bring Jamie to River City Bank. We are a community bank with a lot of potential. Our officers, staff and shareholders will immediately benefit from Jamie’s leadership.”

Tallent has deep roots in Georgia banking communities, having served in high level positions with several banks, including Fidelity Southern where he served as Senior Vice President/Region Commercial Executive and United Community Bank where he served as a Market President for Gilmer and Pickens Counties. Tallent has served in numerous civic leadership roles throughout his career, entrenching himself in the community, while also focusing on the banking industry by holding seats with the Leadership Division Board of the Community Bankers Association of Georgia and the Georgia Bankers Association PAC Board.

Tallent is a graduate of Mercer University’s Stetson School of Business and Economics with a BBA in Accounting and Finance. He lives in Rome and has 2 daughters.
